Changes in low wage vulnerable groups: Age, period, cohort analysis(2002-2017)

Abstract
The purpose of this study was to analyze changes of low-wage vulnerable groups by age, period, and cohort effects. To this end, the Age-Period-Cohort Detrended(APCD) model was estimated for wage workers aged 15 to under 80 using the Korean Labor Panel Survey. Key findings were as follows. First, the most significant effect on low-wage work was in the age effect. The age-groups vulnerable to low-wage work were young people under 24 years of age and seniors over 65 years of age. Second, the most vulnerable group to low-wage work in the past 15 years was the age group of 15-19. In controlling the level of education, the likelihood of low-wage work for the age group of 15-19 was reduced, but the ranking has not changed. Third, the cohorts born in 1993-1997 were significantly vulnerable to low-wage work and poverty. From the above results, this study suggested that comprehensive attention is needed for the youth and the elderly as low-wage vulnerable groups, and that the social protection efforts for the youth who entered the labor market at a young age should be strengthened.
